Thank you for applying for the job of Technical Writer, The characteristics needed for this job are things like Empathy, Precision, Logic, The ability to effectively communicate, and a degree.

These characteristics are important for the job because, as you can see, you must effectively write with good grammar, emotion, and as you must focus upon one topic, e.g. The causes of diabetes, Psychology, etc. 
Good Computing and organization skills, a good understanding of the English language, creative,  experience with computers, accuracy is of major importance. The ability to be self-motivated, and work within time-frames (good timekeeping)

•  Flexibility, Honest, Reliable, able to work using your own initiative, Willing to take part in training.

All of these can be related to an IT Technician, as they are all needed to have a steady income and a good job, as Leadership skills mean you can lead your fellow technicians in their work efforts, and can also communicate well with those higher than you in the corporate Hierarchy.
